The Mahnmal für die Opfer des Nationalsozialismus stands on the Innpromenade in Passau’s old town. Austrian artist Wolfgang Kirchmayer created it. The memorial comprises a seven-meter-high lattice tower of rusted steel and a granite cube. The cube sits about five meters in front of the tower. The cube’s smooth surface bears inscriptions on its top and front. The ensemble rests on rough gray granite ground plates.

The granite cube displays Wolfgang Kirchmayer’s words. “In der Zukunft ist die Vergangenheit latent” appears on top. This translates to: “In the future, the past is latent. Every human has the freedom to stand up against evil. That gives me hope.”

The cube’s front bears a dedication from the city of Passau. It reads: “Den Opfern der nationalsozialistischen Gewaltherrschaft. Die Bürger der Stadt Passau 1996.” This means: “To the victims of National Socialist tyranny. The citizens of the city of Passau 1996.”

The Mahnmal für die Opfer des Nationalsozialismus’s creation was a long time coming. Passau’s city council first decided to create such a memorial in 1947. However, the plan stalled. They couldn’t agree on a location. The project was revived in 1983. This was thanks to writer Anna Rosmus. She confronted her hometown’s Nazi history. The Mahnmal was finally erected on November 10, 1996. It stands in a central location in the old town near the Inn River.

The Mahnmal für die Opfer des Nationalsozialismus’s construction also included a published work. It detailed the memorial’s creation. It also featured an article by historian Peter Steinbach. The article was titled “Anstrengung der Erinnerung” (“Effort of Remembrance”). Passau author Stefan Rammer contributed “Aspekte jüdischen Lebens in Passau” (“Aspects of Jewish Life in Passau”).

Kirchmayr’s steel tower has six identical pillars. They symbolize the six years of World War II. The pillars end in truncated points. Three horizontal beams connect them. This represents imprisonment. You can walk freely among the pillars. This allows you to experience the artwork from all angles.

The Mahnmal für die Opfer des Nationalsozialismus also remembers the Passau III subcamp of the Mauthausen concentration camp. This camp existed from March to May 1945. Inmates were forced to load and unload ships in Passau’s Danube port.
