The Justitieel Complex Zaanstad isn’t just a prison. It’s a complex story woven into the fabric of Dutch criminal justice. Opened in 2016 it replaced both the Bijlmerbajes in Amsterdam and the Haarlem Koepel Prison. Over 1000 detainees call this place home. This includes those needing specialized care at the Penitentiary Psychiatric Centre. A unique aspect of this facility is its multi-person cell design. Almost all cells are built to accommodate more than one inmate.
The design itself is remarkable. Efficiency is key. Dedicated routes control the movement of both inmates and staff. Thoughtful placement of windows offers natural light. This minimizes the institutional feel. The aim is to create a ‘normal’ life. This fostering of social behavior is part of a broader strategy. The goal is to promote resocialization and reduce recidivism. The guiding principle is simple “starting inside to stay outside”.
What is less obvious is the complex’s commitment to sustainability. Five thousand five hundred solar panels grace the roof. This generates enough energy for 350 households. A nearby wind turbine contributes. The building also uses an aquifer thermal energy storage system. Even LED lighting and motion sensors play a part. This allows for energy-neutral operation.
Built under a Public-Private Partnership the Justitieel Complex Zaanstad represents a collaborative effort. EGM Architects designed the facility. Mecanoo handled the landscaping. Bureau Fokkema & Partners took on the interior architecture. The Judicial Institutions Agency oversaw the entire project. This facility stands as a symbol of modern Dutch penal reform.
