Around 1920 a new neighborhood emerged. Vila Bancária it was called. More than 900 lots were planned. This ambitious project saw its first sales registered in the 3rd CRI. Vila Bancária’s early years were tied to the larger São Mateus neighborhood. It was part of the São José do Belém district. It lay nestled between São Mateus and Sapopemba. This area was once part of the Fazenda Sapopemba. It was also known as Sítio Grande or Itaquaracenduba.
The land itself holds a deeper history. Long before Vila Bancária existed indigenous Guarú tribes lived there. They cultivated small farms and lived off the land. Over time the land became part of larger farms owned by outsiders. This transition was not peaceful. Legal battles over land ownership continue to this day.
Carlos A Ferreira Penna Junior played a pivotal role. He transferred two large plots of land to Church & Kenyon. This company later sold the land to Companhia Imobiliária de Terrenos SA. This company continued selling and managing the land. By 1939 João Abukater held the title to Vila Bancária. He and Nami Abu Gannam bought remaining parts. Their purchase included promises of land for sale. But these promises weren’t registered. The area was also affected by changing district boundaries and the multiple land registries in São Paulo. This created many overlapping titles and complications.
The development of Vila Bancária was also affected by a lack of regulation. Before 1937’s Decree-Law 58 there wasn’t federal regulation of such projects. Land was often sold on blueprints without the necessary approvals. Vila Bancária itself was sold before this law took effect. The 1938 registration didn’t have municipal approval. Many streets were laid out by the residents themselves. There were even issues with falsified land titles by land speculators. The legacy of this difficult history continues to shape Vila Bancária. It is a neighborhood with a unique past. One which reflects both ambition and the complexities of São Paulo’s growth.
