The Austro-Hungarian Empire envisioned a unified complex for the scattered judicial offices. Originally planned in the Viennese Ring style, construction began in 1912 in Piazza dei Foraggi, later renamed Foro Ulpiano. World War I interrupted construction. Work resumed in 1919 under Italian rule. The original design, deemed insufficiently Italian, underwent revisions by architect Enrico Nordio. He retained the core structure, but the decorative elements were postponed. The Tribunale Ordinario di Trieste opened in 1929, though it took five years for full operation. During World War II, the Nazis seized the Tribunale Ordinario di Trieste, establishing the Adriatic Littoral Commissariat. They dug tunnels connecting it to Villa Ara, their headquarters. After Trieste’s liberation, the Yugoslav command briefly occupied the building before the Allied Military Government restored it to its judicial function. Today, the Tribunale Ordinario di Trieste houses the Court of Appeal, Prosecutor’s Office, Juvenile Court, and various other legal entities. Its 324 rooms bustle with activity, a stark contrast to its wartime past. Six monumental statues of Roman jurists crown the building. These figures, each weighing three tons, watch over the city. From its Austro-Hungarian origins to its role under fascism and through wartime occupation, the Tribunale Ordinario di Trieste has been more than a courthouse.
