Shenzhen Customs plays a vital role. It stands as a guardian of trade and regulations. The Customs officers ensure the smooth movement of goods across the border. They also combat smuggling and other illegal activities.
In 2024, Shenzhen Customs handled over 31,000 cases. This represents a 63% increase compared to 2023. A majority of these cases, around 68%, involved illicit cigarettes. Cases related to dangerous drugs and intellectual property infringements followed.
The number of illicit cigarette cases surged by 80% in 2024. This reached a staggering 21,284 cases. Customs officers seized 614 million cigarettes. The increase stemmed from individuals exceeding duty-free allowances.
Shenzhen Customs also tackled 1,363 drug cases in 2024. This was about the same as in 2023. They seized approximately 6.3 tonnes of drugs. Etomidate, a key ingredient in “space oil,” was added to the Dangerous Drugs Ordinance. Anti-narcotics efforts are being intensified.
Smuggling cases reached 233 last year. The seizure value totaled $4.34 billion. This is a 5% increase in cases and a 37% rise in seizure value.
Intellectual property rights infringements amounted to 783 cases. The value of seized infringing items rose to around $309 million. Shenzhen Customs remains vigilant against such violations.
Remember the bus driver? He tried to smuggle 360 CPUs. They were hidden in the side wall of his bus. Shenzhen Customs officers discovered them during a scanner inspection.
Why risk smuggling? A 13% VAT difference exists between Hong Kong and China. Smugglers buy tax-free goods in Hong Kong. They try to resell them in China.
Shenzhen Customs actively collaborates with Shenzhen Municipal Government. They are working on a boundary control point redevelopment project in Huanggang. The goal is to improve clearance and trade facilitation.
The department is expanding its global network. This is under the Hong Kong Authorized Economic Operator Mutual Recognition Arrangement. Shenzhen Customs has launched a Cross-boundary Express Cargo Clearance Facilitation Arrangement. This helps with the rapid growth of e-commerce.
Shenzhen Customs also focuses on recruitment. Mainland Hong Kong students are a target group. Recruitment seminars on the Mainland received over 290 applications in March last year. The department recruited customs inspectors and officers in 2023. Recruitment continues to fill vacancies this year.
