The 1940s saw increased industrial growth in Santo Amaro. Workers sought housing in Capela do Socorro. Cidade Dutra was planned and built to meet this residential demand. It became a development driver. The construction of Marginal Pinheiros and the expansion of public spaces further fueled industrial and urban growth in the 50s, 60s and 70s.

In 1975, the Environmental Protection Law put brakes on uncontrolled development. It aimed to control environmental quality and growth. However, irregular settlements began to emerge near streams. Today, there are an estimated 200 irregular neighborhoods and 220 favelas.

The Prefeitura Regional Capela do Socorro itself is made up of three districts. They are Socorro, Grajaú and Cidade Dutra. Together, they cover 134 square kilometers. This is about 8.8% of the city’s territory.

Almost 90% of the area is within a protection zone. This zone safeguards water sources. These sources supply 30% of the São Paulo metropolitan region’s population.
