In 1860 a Royal Engineers clerk named S B Rawling stepped forward. His proposal a dam across Pok Fu Lam valley to collect rainwater changed Hong Kong forever. The Pok Fu Lam Reservoir was completed in 1863. It was a landmark achievement. It was also far from perfect. Budget cuts resulted in a dam that couldn’t meet the city’s needs. Another reservoir was built above the original in 1877 to compensate.
