Let’s delve into the story of the Outer Central Breakwater Reclamation Area. It began in 1973. Tokyo needed a solution for its growing waste problem. The Central Breakwater project was initiated to create landfill sites in Tokyo Bay. This led to the creation of two artificial islands. They are known as the Inner Landfill and the Outer Landfill.
For many years, jurisdiction over these islands was disputed. The special wards of Koto and Ota both laid claim to the land. Koto argued that the waste was transported through their ward. They felt the island should belong to them as compensation. Ota contended that the area was historically used by their nori farmers. They also wanted coordinated management with nearby Haneda Airport. The dispute was more about prestige than practical benefits. Fixed asset taxes go to the metropolitan government.
In 2019, the Tokyo District Court finally resolved the dispute. They assigned 79.3% of the Central Breakwater landfills to Koto Ward. The remaining 20.7% went to Ota Ward. Ota Ward decided not to appeal. This ended the four-decade-long disagreement.
Following the resolution, the wards named their respective territories. Ota Ward named the west side Reiwajima in 2020. Koto Ward retained the name Sea Forest for the east side.
The Outer Central Breakwater Reclamation Area has a crucial role in the 2020 Summer Olympics. It was planned to host the Sea Forest Mountain Bike Course.
