“Sine ira et studio” Without anger and bias. That’s the motto of the Office for Foreign Relations and Information right here before us. This unassuming building houses the Czech Republic’s main foreign intelligence service.
The Office for Foreign Relations and Information or UZSI as it’s known locally wasn’t always so independent. It started within the Czech Ministry of the Interior. The Act No 153/1994 Coll changed all that. This act made UZSI an independent institution. Before the Czech Republic’s independence it was simply the Office for Foreign Relations and Information of the Federal Ministry of the Interior.
The early years weren’t easy. The newly independent UZSI faced huge challenges. They needed a new framework for their operations. They had to adopt new technologies. They needed to build strong relationships with foreign intelligence services. But they did it. They succeeded. Today the UZSI is a major player on the international stage. It represents the Czech intelligence community worldwide.
The building itself may look ordinary but its internal structure is fascinating. The Director-General leads the way. They are responsible for a diverse team. There is an Office of the Director-General handling Security and Defence. There are also departments focusing on Public Affairs Inspection and Control. Advisors work directly under the Director-General including a Spokesman.
There’s a Deputy Director for Intelligence and Operations. This individual oversees operational departments. These include Analysis Signals Intelligence and the crucial foreign department. This Deputy Director manages communication and intelligence exchange with foreign partners. Then there’s a Deputy Director for Logistics. This person handles the finance logistics communication information technology archives administration legal affairs personnel and training. It’s quite a complex organization dedicated to protecting the Czech Republic.
UZSI’s history includes a little-known fact. They once operated a shortwave numbers station. The call sign was OLX. It ran until 1996. You could say this was a quiet chapter in their overall efforts.
