The company claimed its property was worth $55-65 million, while the county offered $28 million. The jury eventually awarded close to $50 million to the company. The Occoquan Lower Dam isn’t just a feat of engineering. It’s a symbol of the complex relationship between public utilities, local governments, and the growing needs of a community. The story of the dam is also the story of the water itself. The Occoquan Reservoir, formed by this very dam, faces the ongoing challenge of increasing salinity. This “freshwater salinization syndrome,” a nationwide problem, impacts the very water we consume.
