It was to build a chapel for Our Lady of Carmo. The first settlement was Arraial do Carmo da Bagagem. In 1882, it became a district. It was called Nossa Senhora do Carmo da Bagagem. By 1892, it was a city. In 1900, the name changed to Monte Carmelo. This name comes from the mountain near Haifa.
