Emperor Tsuchimikado relocated to Yakuo-ji in 1223. The Hachisuka clan ruled the area during the Edo period. The Battle of Awa took place offshore in 1868.

Hiwasa was established in 1889. It became a town in 1907. The 1946 Nankai earthquake caused damage. Hiwasa merged with Yuki in 2006 to form Minami.

Minami has a mayor-council form of government. The town council has 12 members.

The economy of Minami relies on agriculture and fishing.

Minami has three elementary schools and three middle schools.

To get around, there is the Shikoku Railway Company Mugi Line. You can travel to Yuki, Tainohama, and other stations.

Minami has a sister city Cairns in Australia, since 1969.

Local attractions include Yakuo-ji temple and Ohama Beach. There is also the Hiwasa Sea Turtle Museum.

The Hiwasa Hachiman Jinja Autumn Festival is a harvest festival. It takes place in early October. People parade portable shrines. They pray for safety and good fishing. Men carry shrines into the ocean. There is traditional dancing, taiko drumming, and fireworks. The festival dates back to 1795. Its current form began in 1957.

In 2009/2010, Minami was a location for the NHK TV drama “Welkame”. This increased domestic tourism.
