Lai Hang Rehabilitation Centre

Opened in 2002, Lai Hang Rehabilitation Centre isn’t your typical prison. It’s a minimum-security institution focused on rehabilitation. Located on the 4th floor of 3 Lung Yan Road in Tai Wo Ping, Kowloon, Lai Hang houses about 70 male young offenders. These individuals have already completed Phase I training at Lai Chi Rehabilitation Centre under the Rehabilitation Centres Ordinance. Lai Hang represents the next step in their journey back to society. In 2013, a 19-year-old inmate at Lai Hang, participating in the second phase of the rehabilitation program, harmed himself while on outside work duty. He injured his neck, wrist, and abdomen. This incident highlights the challenges faced by both the inmates and the staff at Lai Hang. The Correctional Services Department emphasizes its commitment to preventing self-harm and suicide within its facilities. They employ various measures, including administrative arrangements, staff training, and first aid services. The young man’s case was followed up by a clinical psychologist, demonstrating Lai Hang’s focus on mental health alongside rehabilitation. Visitors are welcome at Lai Hang Rehabilitation Centre. Both social and official visits are facilitated through online booking systems. Social visits are allowed between 9:00 a.m. and 9:00 p.m. daily. However, for security reasons, visitors shouldn’t arrive before 8:30 a.m. and must register 30 minutes before the end of visiting hours. Official visits follow similar hours, but visitors are advised to arrive 30 minutes early for registration, but not before 9:00 a.m. The center even offers online ordering of approved hand-in articles for inmates, delivered directly by suppliers.
