Even Nikita Khrushchev requested its removal but was denied. Later, in 1991, Eduard Shevardnadze also asked Leopold Gratz to remove it. The city cited the Austrian State Treaty. It obligated Austria to preserve Soviet monuments. The Josef Wissarionowitsch Stalin Plaque remained.

Protests have marked the plaque’s existence. During the Hungarian uprising in 1956, protesters defaced it with paint. The city administration repaired it. In 2024, the Freedom Party requested its removal. They cited Stalin’s crimes. The council rejected the proposal.
