Josai University first opened its doors with two faculties. These were the Faculty of Economics and the Faculty of Science. The Mizuta Museum of Art opened in 1976. The graduate school of Josai University was established in 1977. Josai University Educational Corporation also runs Josai International University. It was founded in 1992.

Mikio Mizuta was born in 1905. He hailed from Awa County in Chiba Prefecture. He believed in nurturing talented young people. He thought that they should have excellent character. He supported compulsory education. He also wanted government aid for private schools. In April 1965, he brought his vision to life with Josai University.

Mizuta’s motto was simple. “Never lie, never deceive, never flatter.” Josai University aims to create well-rounded individuals. The goal is to build a society with hope for the future. His founding philosophy is “Character Building Through Learning”. It guides all three universities in the Josai family. This includes Josai International University. It also includes the Josai Base College.

Josai University maintains exchange programs with five institutions. These are Camosun College in Canada. Tamkang University in Taiwan. Dongseo University in South Korea. Universiti Tunku Abdul Rahman in Malaysia. Also, Management and Science University in Malaysia.
