Established in 1986 under Mayor Jânio da Silva Quadros, the Guarda Civil Metropolitana, or GCM, has a unique story. The GCM was officially born with Municipal Law No. 10.115. Imagine those first 150 officers, the very first GCM class. They gathered not at a gleaming headquarters, but in a borrowed building. The building housed the Human Resources Department of the Municipal Secretariat of Social Assistance and Development. It was located on Rua Pedro de Toledo. From this humble beginning, the officers would receive their daily orders. They would then travel, on foot or by bus, to their assigned posts. Resources were scarce. Officers often worked in small groups of five due to a limited supply of weapons. These weapons, remarkably, were loaned from the Brazilian Army. The first operational improvement course for these GCM officers lasted only 30 days. It covered both theoretical and practical instruction. The curriculum included physical education and radio communication. The GCM’s ranking system began with the basic GCM officer. It progressed through Classe Especial (CE), and Classe Distinta (CD). Then it moved up to Second Inspector and First Inspector. Higher ranks, such as Regional Chief Inspector, Group Chief Inspector, and Superintendent Chief Inspector, were appointed positions. Today, the Guarda Civil Metropolitana stands as a vital part of São Paulo’s security landscape. Its motto, “FRIEND, PROTECTOR, AND ALLY,” reflects its community-oriented philosophy of modern, preventive security.
