Dom Bernardo’s journey began in Santa Marinha Portugal. He was the eleventh child of Manuel Rodrigues Nogueira and Maria Rodrigues. His early studies were in literature and Latin. At thirteen he entered the University of Coimbra. He later graduated in Canon Law in 1718.
He was ordained a priest in 1722. He served in various roles before his appointment. These roles included Arcipreste of Coimbra and professor of Canon Law. He also served as Vicar General and Provisor. He even governed a bishopric for a time.
In 1745 King John V nominated him the first Bishop of Sao Paulo. Pope Benedict XIV confirmed this appointment. His consecration took place in Lisbon in 1746. He arrived in Brazil in May 1746. He took possession of his diocese in December of that year.
Dom Bernardo found the cathedral nearly ruined. He immediately began its restoration. He also established the diocesan chapter installing the first canons. He showed great zeal for preserving the history and culture of the area. In 1746 he published his first Pastoral Letter. This letter mandated the existence of a record book throughout the diocese.
