It once formed part of the hereditary captaincy of Santo Amaro.

The municipality of S\u00e3o Sebasti\u00e3o honors Saint Sebastian. The name commemorates Am\u00e9rico Vesp\u00facio’s expedition. They sailed through the channel between the city and Ilhabela on Saint Sebastian’s day. That day was January 20 1502.

Early settlers shaped S\u00e3o Sebasti\u00e3o. Diogo de Unhate and others developed the area into an agricultural and fishing village. It transformed into a major sugar cane producer. This success led to village status on March 16 1636. A church honoring Saint Sebastian was a prerequisite for this status.

Later S\u00e3o Francisco da Praia emerged north of S\u00e3o Sebasti\u00e3o. It briefly sought independence. However it rejoined S\u00e3o Sebasti\u00e3o. S\u00e3o Sebasti\u00e3o thrived on sugar cane coffee and tobacco. Its port facilitated gold shipments. Pirates and smugglers also frequented it.

The late 1800s brought economic challenges. Slavery’s abolition and a new railway to Santos impacted the city. S\u00e3o Sebasti\u00e3o then relied on subsistence agriculture and traditional fishing. This is called “Pesca Artesanal”.

The 1960s marked a turning point. Petrobras built an oil terminal. This attracted investments and workers. The city’s population grew rapidly. Poorer residents settled near the Serra do Mar. This established the Topol\u00e2ndia neighborhood.

Tourism blossomed in the 1980s. The Rodovia Rio-Santos highway improved access. City dwellers sought coastal weekend homes. Many locals transitioned to tourism-related jobs. Some still maintain their fishing traditions.

Today tourism drives S\u00e3o Sebasti\u00e3o’s economy. The city grew quickly. Urban infrastructure struggled to keep pace. Sewage treatment improved significantly. This was thanks to the “Onda Limpa” project.

Illegal housing remains a concern. Construction occurs in protected Mata Atl\u00e2ntica zones. These areas face mudslide risks. Rising sea levels pose another threat. They may affect beaches and coastal buildings.

Even local politicians faced legal issues. In 2012 the deputy mayor was caught illegally fishing. This happened near Alcatrazes Archipelago.

The Port of S\u00e3o Sebasti\u00e3o anticipates major investments. These will expand its operational capacity. The Tamoios Highway will also be improved.

S\u00e3o Sebasti\u00e3o is known for its beaches. The city boasts 37 beaches. These stretch along its coastline.
