Each unit in Choi Hing Road Light Public Housing includes essential amenities. There is a private restroom. A cooking area is available. Water heaters and exhaust fans are installed. Unit sizes range from 17 square meters for one person to 33.2 square meters for three people.

Financing for Choi Hing Road Light Public Housing comes from the Funding Scheme to Support Transitional Housing Projects. The Housing Bureau supports Non-government Organisations. A grant of $168.62 million has been approved for this project.

To be eligible for Choi Hing Road Light Public Housing, applicants must meet specific criteria. Category A includes those waiting for public rental housing for at least three years. Families with babies born after October 25, 2023 also qualify. They must have been waiting for traditional public rental housing for at least two years. Category B includes families living in inadequate conditions. They must urgently need community support. All applicants must be 18 or older. They also must have the right to live in Hong Kong. Priority is given to those receiving Comprehensive Social Security Assistance. Families with a monthly income not exceeding 55% of the Median Monthly Domestic Household Income also get priority.
