This promenade was originally planned as a simple landscape deck. It eventually transformed into something much more significant. The Cha Kwo Ling Promenade is a testament to community involvement. It shows what happens when government listens to its people.
The Drainage Services Department implemented enhancement works for the Kwun Tong area. They constructed an underground balancing facility for sewage treatment. This facility has a storage capacity of 16000 cubic meters. That equals 6.4 Olympic sized swimming pools.
The department then developed the roof floor of the Kwun Tong Sewage Pumping Station. It became a landscaped deck. This deck joins the adjacent waterfront area. Together, they form the 1.8-hectare Cha Kwo Ling Promenade.
This transformation embodies the single site multiple use initiative. It’s about maximizing public resources for community benefit. The promenade includes a pavilion, landscaped areas and lawns. You will find children’s play facilities and fitness equipment. There is even an Inclusive Park for Pets.
The team consistently listened to stakeholders’ opinions. These included nearby residents and the District Council. They also consulted the Harbourfront Commission. The goal was understanding their expectations. It was also to improve the promenade’s design.
A survey revealed residents wanted more play facilities for kids. As a result, Playright Children’s Play Association joined the project. They injected novel elements into the park. Workshops allowed children and parents to design their dream park.
The Forest Hunt is the largest play facility in the park. This eight-meter-tall treehouse originated from kids’ creativity. Children can climb to the top. They enjoy stunning views and exciting slides.
The water play area is another popular facility. The team learned that Kwun Tong lacked play space. This was especially true for children aged 0 to 2. They also found that the area needed more bouncing play experiences.
The Cha Kwo Ling Promenade demonstrates win-win coexistence. Sewage and leisure facilities share the same space. This transformation reduced the Not in my backyard syndrome. It allowed citizens to participate. It also allowed them to contribute from the user perspective.
The Cha Kwo Ling Promenade officially opened on August 24 2023. You can walk here directly from Kwun Tong Station. It is about a 13-minute walk from Exit B1. You can also take a bus or minibus to Kwun Tong Ferry Pier. From there, walk five minutes. Use the Kwun Tong Promenade and cross-river footbridge.
