As a councilman Montoro championed the rights of workers and fought against corruption. One notable achievement was ensuring Christmas bonuses for employees of the Light energy company. He also managed to reduce gas tariffs.
In 1953 Montoro resigned from the city council. This was in protest against the bribery of council members during the election for the council presidency. Montoro’s commitment to ethics was stronger than his ambition for office.
