The early 1900s saw Birch Cliff evolve from a summer retreat into a thriving residential area. The Toronto and Scarboro Electric Railway boosted its growth. The streetcar line along Kingston Road transforming it into a bustling hub. Shops and businesses flourished along Kingston Road. Scarborough’s municipal council even met in a building on Kingston Road from 1922 to 1947.

The 1930s brought a new landmark: the R C Harris Water Treatment Plant. This Art Deco masterpiece still stands proudly on the waterfront. It’s a testament to a bygone era of architectural grandeur. It’s also a vital part of Toronto’s infrastructure.

Post-World War II saw changes. Streetcar service east of Victoria Park ended. Kingston Road became a major thoroughfare for those living further east. Many shops closed. The area near the lake and ravines remained a wealthy district. The northern part developed into a middle-class area. This is sometimes called Birch Cliff Heights.
