The ACC isn’t just a building. It’s a statement. Established by the Anti-Corruption Act of Bhutan in 2011, the ACC is Bhutan’s shield against corruption. Its purpose is clear: to prevent and address corruption, ensuring accountability and integrity. The ACC investigates, prosecutes, educates, and empowers. It holds a powerful position in Bhutanese society, a testament to the nation’s commitment to good governance. The ACC’s Strategic Anti-Corruption Roadmap 2021–2030 and the National Integrity and Anti-Corruption Strategy are the blueprints for a corruption-free future. But the fight isn’t solely the ACC’s. Bhutan’s unique culture plays a role. A deep-rooted culture of public service, where serving the state and the King is paramount, sets the stage. This culture, combined with the ACC’s efforts, keeps corruption low. But challenges remain. Favoritism, unethical practices in public procurement, and financial transactions are areas where the ACC focuses its efforts. Interestingly, Bhutanese culture, influenced by Buddhist beliefs, sometimes presents a unique challenge. A tolerance for minor transgressions, coupled with a belief in karma, can sometimes hinder reporting. The ACC tackles this by raising public awareness. From 2021 to 2022, the ACC handled 435 corruption cases, an average of 36 cases per month. These cases ranged from embezzlement to bribery. The ACC boasts a high conviction rate, demonstrating its effectiveness. From complaint-based investigations, the ACC has evolved to utilize research and intelligence. This allows them to prioritize high-risk cases and maximize their impact. The Anti-Corruption Commission is more than just a government agency.
