A chilling wind whispers secrets through the bars. We stand before Lo Wu Correctional Institution. This imposing structure holds a complex history. It wasn’t always a prison. It began life as Lo Wu Camp a British Forces base. Later it sheltered Vietnamese refugees.

Imagine the transition. From military base to refuge to prison. The repurposing of Lo Wu Camp into Lo Wu Correctional Institution addressed overcrowding in Hong Kong’s penal system. In 1997 it opened with a capacity of only 208. The need for more space was evident.

Overcrowding persisted. A major redevelopment project began in 2007. The Yau Lee Group handled the construction. The new Lo Wu Correctional Institution opened in 2010. Its capacity increased dramatically to 1400. Inmates transferred from other institutions like Chi Ma Wan. Chi Ma Wan then closed for its own redevelopment.

Lo Wu Correctional Institution isn’t just a prison. It’s a complex of three wings. A main wing offers minimum security. East and West wings provide medium security. This design reflects Hong Kong’s tiered approach to incarceration.

The institution even boasts a unique feature. Because it’s in a rural area lacking a public sewer system it has its own membrane bioreactor sewage treatment plant. This cutting-edge technology is rarely seen in correctional facilities.

Today Lo Wu houses adult women prisoners and those awaiting trial. It’s the largest women’s prison in Hong Kong. A significant portion of the inmate population isn’t of Chinese ethnicity. About 40% are from other backgrounds. This diversity paints a picture of Hong Kong’s multicultural landscape.
