“A place for children to learn and grow.” This is the motto of \u65b0\u5ea7\u5e02\u7acb\u5927\u548c\u7530\u5c0f\u5b66\u6821. It stands as one of the largest elementary schools in Niiza. It is also the second oldest.

\u65b0\u5ea7\u5e02\u7acb\u5927\u548c\u7530\u5c0f\u5b66\u6821 first opened its doors in July 1874. Back then, it was known as Nohizumi Elementary School. The school adopted its current name in 1970. This change happened when Niiza transitioned to city status.

The school’s history is rich. It reflects the evolving educational landscape of Niiza. Over the years, \u65b0\u5ea7\u5e02\u7acb\u5927\u548c\u7530\u5c0f\u5b66\u6821 has seen many changes. These include name changes and expansions. In 1947, it was renamed Owada Elementary School. Later, in 1955, it became Niiza Town Owada Elementary School.

In 1963, the school established its official song. That same year, a new three-story reinforced concrete building was completed. This marked a significant upgrade in facilities.

\u65b0\u5ea7\u5e02\u7acb\u5927\u548c\u7530\u5c0f\u5b66\u6821 has expanded over the years. The west school building was completed in 1971. The gymnasium was completed in 1973.

In January 2002, a new school building was completed. It was designed with environmental considerations. Solar panels were installed. There was also a rainwater treatment system. A garbage disposal and glass-covered corridors were added. The new building also featured a PC room, library and audio-visual room.

To celebrate its 140th anniversary, \u65b0\u5ea7\u5e02\u7acb\u5927\u548c\u7530\u5c0f\u5b66\u6821 held a commemorative ceremony in 2014. In 2015, the north school building was expanded. In 2024, the school celebrated its 150th anniversary.

During the construction of the new building in 2002 there were plans to remove the \u65b0\u5ea7\u5e02\u7acb\u5927\u548c\u7530\u5c0f\u5b66\u6821. The idea was to use the space for development. It would have been used for the north exit of Niiza Station.

Before the rebuild, the school was known for an unusual problem. In the spring, the school building was infested with many caterpillars.
