Over the years the school’s name evolved. In 1939 it became Tokyo City Shiomi Joushou Higher Elementary School. By 1941 it was known as Tokyo City Shiomi National School. After Tokyo City became Tokyo Metropolis the name changed again. In 1943 it was renamed Tokyo Metropolis Shiomi National School. Finally in 1947 it gained its current name Bunkyo City Shiomi Elementary School. This was part of a wider school system reform.
During World War II the students were evacuated. In 1944 they were sent to Shiobara in Tochigi Prefecture. They returned to Tokyo in 1945. The school also has a kindergarten. It was established in 1953.
The school provides lunches. A cooking room was completed in 1962. In 1984 a full-scale renovation began. In 1988 the schoolyard and exterior walls were updated. The school also has an observation garden completed in 1989. In 2011 the schoolyard was fully covered with artificial turf.
