Beneath our feet lies a hidden marvel. It is the Kwun Tong Preliminary Treatment Works. This facility plays a vital role in Hong Kong’s environmental infrastructure. Its enhancements increased the sewage treatment capacity of the Kwun Tong Preliminary Treatment Works. This caters to the increase in sewage flow.
In 2017, the Drainage Services Department let a HK$493 million contract. It was for upgrading the Kwun Tong sewage pumping station. The project included a new balancing tank next to Victoria Harbour. This tank temporarily retains excess treated sewage from the upgraded Kwun Tong Preliminary Treatment Works. A new plant house encloses the tank and pumping station. It features a three-tier odour management system. This system includes chemical dosing, bio-trickling filters, and activated-carbon filters.
The Kwun Tong Preliminary Treatment Works upgrade optimizes the existing sewage tunnel system. It also reduces odour and visual impacts. In line with the government’s initiative, the plant house roof was landscaped. This created a new 1-hectare public park. The park includes a pavilion, lawns, and play facilities. Together with the waterfront area, it forms the Cha Kwo Ling Promenade. It maximizes public enjoyment of the harbor front.
The promenade opened in August 2023. It was on time and within budget. The project team collaborated closely. They used design for manufacture and assembly methods. They also used building information modelling. This shortened construction by over 3 months.
Early warnings helped minimize risks. For example, the supply of precast components was affected by the pandemic. The team used closed-circuit television for remote inspections. They also appointed a dedicated factory inspector. These cohesive efforts ensured the project continued uninterrupted.
Public feedback was incorporated. Children were engaged in the design process. The Kwun Tong Preliminary Treatment Works project satisfied public expectations. It showcases respect for public opinion. Our sewage plant is now recognized as a major sightseeing attraction. The Drainage Services Department is considering applying this concept to other projects.
