“What secrets do these walls hold?” I ask myself as I stand before the Generalny Konserwator Zabytków. This office is the heart of Poland’s heritage protection. It acts as the highest authority for monument protection in Poland. The Generalny Konserwator Zabytków operates on behalf of the Minister of Culture and National Heritage. From 1991 to 1999, the Generalny Konserwator Zabytków led the State Monument Protection Service. They supervised voivodeship monument conservators. In 1996, these conservators became subordinate to individual voivodes. The Generalny Konserwator Zabytków only managed the Monument Protection Office in Warsaw.

In 1999, the State Monument Protection Service became the Monument Protection Service. From 1999 to 2002, the Generalny Konserwator Zabytków gained ministerial status. They operated with the help of the Office of the Generalny Konserwator Zabytków. This office had central authority. It was later removed on July 1, 2002. Since then, the Generalny Konserwator Zabytków has been part of the Ministry of Culture. The Ministry’s Department of Monument Protection handles its tasks.

A 2007 amendment to the 2003 law on monument protection strengthened the Generalny Konserwator Zabytków’s position. It allowed them to regain control over voivodeship conservators. The voivode appoints and dismisses these conservators at the request of the Generalny Konserwator Zabytków. The amendment also introduced temporary protection. This protects monuments from the start of the registration process. It prevents demolition during investment projects.

The Generalny Konserwator Zabytków has many duties. They develop national programs for monument protection. They implement tasks from these programs. They also support regional development related to monument care. The office manages the national register of monuments. This includes a list of stolen or illegally exported items. They issue decisions and organize inspections. They oversee the activities of voivodeship conservators. The Generalny Konserwator Zabytków promotes research in monument conservation. They organize training for conservation services. They also run competitions that promote monument care. They award distinctions and prizes.
