Kinzer’s most significant contribution was to Vienna’s water infrastructure. He played a crucial role in building the Second Vienna Mountain Spring Pipeline. He was a construction manager for the tunnel construction at the Höllental spring. He developed plans for integrating the Weber springs. Later, he took over the entire construction management. He was also involved in expanding the First Mountain Spring Pipeline.

His expertise extended beyond Austria. The Greek government consulted him in 1907. They sought his expertise for Athens’ water supply. He created a design after thorough on-site investigations. Kinzer also worked on a prize-winning design. This design aimed to harness the Walchensee’s water power. The Bavarian government organized a competition for this project. Later, Kinzer addressed the challenging issue of Trieste’s drinking water supply.
