Water seepage. It’s a problem nobody wants, especially in a new home. But today, we’re standing in front of T-Loft@Kai Tak, a transitional housing project in Hong Kong, where water issues unfortunately made headlines.

T-Loft@Kai Tak opened its doors in March 2024. It offered 519 units for about 1,460 residents. It aimed to provide a temporary home for those in need. The project was funded by a $285 million grant from the Housing Bureau.

However, just two months after opening, in May 2024, residents began reporting water seepage. This led to flooding and even mould in some units. Imagine the frustration of moving into a new place only to face such problems.

District Councillor Lam Pok said he received hundreds of complaints about the water issues. The issues included leaks from washing machine pipes and rainwater seepage. Water also seeped into bathrooms, walls, and even ventilation ducts.

The Housing Bureau responded by urging Tung Wah, the operator, to fix the problems quickly. They also ordered inspections of all units, even those not affected by the leaks. The goal was to complete all repairs by September 2024.

The Housing Bureau was concerned about the situation. They accessed 40 apartments for pipe repairs and 60 for water seepage issues. However, some residents were unable to arrange access for maintenance staff. A few even refused to let them in.

The government insisted that the modular construction techniques used were not to blame. Experts pointed to poor waterproofing and plumbing design as the cause.

The Under Secretary for Housing, Victor Tai, inspected T-Loft@Kai Tak in August 2024. He met with tenants and emphasized the need for speedy repairs.

An interesting artistic note. The Completion and Move-in Worship Ceremony was held on March 12th. The 6-meter-high exterior wall at the main entrance featured a painting. It was created by CHAN Sze-man, Vicky, an i-Dart artist. Her work aimed to bring warmth to the community.

T-Loft@Kai Tak highlights the challenges of large-scale housing projects. It also shows the importance of quality construction. While the water issues were a setback, the focus remains on providing safe housing for those in need.
