Founded in 1949, the Wasser- und Schifffahrtsamt Köln was a subordinate agency. It reported to the Generaldirektion Wasserstraßen und Schifffahrt. This Directorate was formerly the Wasser- und Schifffahrtsdirektion West. Its main task was to manage the federal waterways for the government. The authority acted on behalf of the Federal Minister for Transport, Building, and Urban Development.

Let’s talk about history. Kaiser Wilhelm II himself inaugurated the Wasser- und Schifffahrtsamt Köln at this very location in 1910. This happened shortly after a major re-measurement of the Rhine completed between 1883 and 1910.

The Wasser- und Schifffahrtsamt Köln oversaw a significant stretch of the Rhine. Its jurisdiction spanned from Rhein-km 642.2 near Rolandswerth to Rhein-km 759.7 near Duisburg/Krefeld. That’s nearly 120 kilometers of river. This section of the Rhine is known for its width. It also has shallow depths and a constantly shifting riverbed of gravel and sand.

The river’s character here is always changing. The speed of the water varies greatly. It depends on the water level. It could be as slow as 0.5 meters per second. It could also surge to over 3.0 meters per second. Water flow ranged dramatically from 550 to 12200 cubic meters per second. The water level could fluctuate by up to 11.50 meters.

The Wasser- und Schifffahrtsamt Köln had many responsibilities. These included maintaining the federal waterways. They operated and maintained structures like locks. They were responsible for new construction. The office maintained navigational markers. Measuring water levels was a crucial task. They also handled river and shipping police duties.

The Wasser- und Schifffahrtsamt Köln also had external districts. These were located in Niederkassel, Cologne, and Neuss. Each district was responsible for a specific section of the Rhine.

Did you know the Wasser- und Schifffahrtsamt Köln even assigned license plate codes? Small vessels in its area got the identifier “K.”

The Wasser- und Schifffahrtsamt Köln played a role in a notable accident. In 2007, the Excelsior barge lost 32 containers near Cologne-Zündorf. The Rhine had to be completely closed to shipping. This closure stretched from Cologne-Sürth to Cologne-Niehl. The Wasser- und Schifffahrtsamt Köln ensured safety. It also maintained and developed the Rhine. They had nine boats for patrols.

However, times change. On January 30, 2020, the Wasser- und Schifffahrtsamt Köln merged. It joined the Wasserstraßen- und Schifffahrtsämter Bingen and Duisburg-Rhein. Together, they formed the new Wasserstraßen- und Schifffahrtsamt Rhein.
