“A vessel docked at the quay” is how architect Claude Vasconi described his vision for the Hôtel du Département. Completed in 1989 the Hôtel du Département stands as the seat of the General Council of the Bas-Rhin. Let me tell you more about this imposing building.

Its modern design of stone and metal runs parallel to the banks of the Ill River. The Hôtel du Département is near the Petite France district. It occupies the site of former barracks.

The Hôtel du Département’s large size engages in a visual dialogue with the Vauban Dam. It also interacts with the Museum of Modern Art across from it. The horizontality of these three buildings creates a harmonious ensemble. They reshape this historic entrance to Strasbourg’s Grande Île.

Vasconi sought to respect the presence of water in the environment. He designed the Hôtel du Département to resemble a ship moored to the dock. The link to the city is confirmed by the facade. It runs along the Pont des Frères Matthis and the Rue Humann. This boldly follows the curve of the existing road.

The repetitive alignment of the windows is a signature element of Vasconi’s style. It gives rhythm to the facades. It suggests the functional elegance and openness of the building’s interior spaces.

To get here you can take Tram B or F to the Musée d’Art Moderne stop. Bus 10 also stops directly at the Hôtel du Département. Inside you’ll find the services of the General Council of the Bas-Rhin.

Interestingly despite Strasbourg being in France it has a unique distinction. The city is home to a French embassy in France because Strasbourg is the headquarters of the Council of Europe, an intergovernmental organization founded in 1949. Each member including France appoints an ambassador to represent its interests there.

The building that houses the Hôtel du Département is a testament to modern architecture. It also integrates well into Strasbourg’s historical landscape. Its design reflects a conscious effort to harmonize with the surrounding environment. The building serves as a functional space. It also contributes to the aesthetic appeal of the city’s entrance. As you leave take one last look at the Hôtel du Département. Consider how modern architecture can respect and enhance historical settings.
