Gazing upon Tin Shui Wai today, it’s hard to imagine its humble beginnings. Tin Shui Wai, once a serene expanse of fish ponds known as gei wai, has transformed into a bustling new town. This area, located in the northwestern New Territories of Hong Kong, has a story marked by both triumph and tribulation. Tin Shui Wai’s journey began in the 1980s. The government envisioned a solution to Hong Kong’s housing needs, reclaiming land south of Deep Bay to create this new town. The first residents arrived in 1991, eager to start their lives in this freshly built community. By 1993, Tin Shui Wai officially opened, already home to 30,000 people. This rapid development wasn’t without its challenges. Disputes arose between the government and developers, leading to lawsuits over land delays. Despite these hurdles, Tin Shui Wai continued to grow, with the Light Rail Transit system and new roads connecting it to the wider region.

Tin Shui Wai’s story, however, took a darker turn. High unemployment rates, particularly amongst new immigrants from mainland China, coupled with the town’s isolation, led to social unrest and a string of tragic events. The media dubbed it the “City of Sorrow,” a label that, while capturing the hardships faced by some, overlooked the resilience and community spirit of its residents. People like Mian-Shafi-Asaf-Mohd, known as “Tak-gor,” worked tirelessly to bridge cultural divides and improve the lives of the underprivileged. As Chairman of the Hang Wan House Mutual Aid Committee, he organized English tutorials for local children and championed integration through sports. He saw hope in the younger generation, believing they held the power to change their community’s fate. Local business owners, like Lam “Yuk Jei” Yuk-yu, became pillars of support for their neighbors. Her crystal and jade shop wasn’t just a place of business; it was a space where people shared their worries and sought advice. Yuk Jei became a trusted confidante, offering a listening ear and a reminder not to take life too seriously.

Community volunteers, like Chung Yuen-yee, advocated for better public facilities and transport subsidies, recognizing that existing resources often failed to address the community’s real needs. She defended Tin Shui Wai against negative portrayals, emphasizing the strength and dignity of its residents. Social workers like Alan Chan, Wallace Tang, and Anthony Wong organized initiatives like “100 Reasons to Love Tin Shui Wai” to boost morale and showcase the hidden talents within the community. They encountered retired professors, skilled artists, and vibrant elderly groups, revealing the diverse and often overlooked richness of Tin Shui Wai. Tin Shui Wai’s story is a reminder that even in the face of adversity, community spirit and individual resilience can shine through. It’s a story of challenges and triumphs, of sadness and hope, etched into the very fabric of this unique new town. As you stand here today, look beyond the buildings and see the heart of Tin Shui Wai, a community striving for a brighter future.
