Hikarigaoka was once a farming community. But in 1943, the Japan military requisitioned this area. They transformed it into an airforce base. Only one house remained untouched.

In 1945, the U.S. Air Force took control. They renamed it Grant Heights. The USAF established one of the first English schools in Japan. It was called Narimasu Tokyo American High School.

Local homeowners were allowed to stay during this time. In 1973, the USAF returned the land to Japan. Between 1983 and 1991, the Japanese government developed a large planned community. It included over 11000 housing units. A large mall with retail and services was added. A park also became part of the community.
