The TSA has specific requirements for general aviation aircraft wanting access to Ronald Reagan Washington National Airport. This is under the DCA Access Standard Security Program. To meet TSA standards, corporations must use a paid flight crew. They also need to have an operations manual. Recurring flight-crew training is also essential. Aircraft owned by a corporation but operated by private persons are not considered initially. Scheduled and charter operations not under a TSA security program are also excluded.

NBAA developed a fact sheet about the interim final rule on access to DCA. It outlines the requirements for aircraft operators seeking to operate into or out of DCA. The NBAA updates this fact sheet with additional guidance from the TSA.

Operators need to apply through the TSA to participate in the DASSP. Once approved, they must follow strict procedural guidelines. Flights must be screened at and depart from a designated gateway airport. This airport serves as the last point of departure before arriving at DCA.

Security procedures require an armed security officer onboard each aircraft. This applies to those authorized under the DASSP to fly into and out of DCA.

In 2005, the NBAA hailed the arrival of the first regular general aviation flight at Ronald Reagan Washington National Airport since September 2001. NBAA believed that effective security measures could coexist with normal economic activity at the airport.
