What secrets does Nei Kwu Correctional Institution hold? Originally established in 2002, Nei Kwu Correctional Institution has seen a few transformations. It was renamed on 25th February 2010. Then, on 18th May 2023, it transitioned from a minimum-security correctional institution to a detention center specifically for female adult immigration detainees. Located on Hei Ling Chau Island, Nei Kwu Correctional Institution now houses up to 236 detainees under the Immigration Ordinance. If you were to visit, you could take a ferry from Central, via Peng Chau, to reach Hei Ling Chau. The institution offers social visits, booked online up to 7 days in advance. The visiting hours are from 9:00 a.m. to 5:00 p.m., excluding Wednesdays unless it’s a public holiday. For security reasons, visitors shouldn’t arrive before 8:30 a.m. and must register 30 minutes before the visiting hours end. Official visits can also be booked online. These visits run from 9:00 a.m. to 5:00 p.m. on weekdays, and 9:00 a.m. to 12:00 noon on Saturdays, with no visits on Saturday afternoons or public holidays. Interestingly, detainees at Nei Kwu Correctional Institution can receive food from licensed restaurants. This service is in place to meet management and security requirements. Interested suppliers can apply to become a private food supplier for the detainees. Nei Kwu Correctional Institution represents a unique piece of Hong Kong’s evolving approach to corrections and immigration.
