Har Tzeon Synagogue began as two separate congregations. Agudath Achim was established in 1939. It was first located on Quackenbos Street in Washington, D.C. In 1954, it moved to Piney Branch Road. Har Tzeon was established in 1951. It brought Conservative Judaism to Silver Spring.

By the mid-1970s, both congregations recognized changes. New residential areas were springing up. Population shifts affected membership. Both synagogues realized they could be stronger together. Combining resources would enrich both institutions. In November 1977, Har Tzeon and Agudath Achim merged.

Agudath Achim’s first spiritual leader was Rabbi H. Jonah Waldman. He served from 1941. He became Rabbi Emeritus after the merger. Har Tzeon’s first spiritual leader was Rabbi Arthur Talmadge in 1953. Rabbi Joseph M. Brandriss took over in 1955. He served until his death in 1975. Cantor Elijah Olkon joined Har Tzeon in 1958. He served until his death in 1979.

In May 1976, Rabbi Reuben Landman arrived. He became the congregation’s longest-serving spiritual leader. He retired in 2012. Rabbi Steven Suson became the fourth rabbi in August 2012.
