“Another brick in the wall?” a disgruntled owner muttered, staring up at Kai Yan Court. This wasn’t the dream home they’d envisioned. Kai Yan Court, completed in 2022 as part of the Home Ownership Scheme, was meant to be a beacon of affordable housing in the desirable Kai Tak area. Close to the Tuen Ma Line and nestled within a sought-after school network, the 1,840 units of Kai Yan Court were snapped up quickly. The promise of homeownership soon turned sour for many. Imagine investing your life savings, roughly HK$2.1 million for a small 286-square-foot unit, only to discover a nasty surprise. Many owners, like the one we just mentioned, had planned renovations. They hired contractors, excited to personalize their new space. But their dreams crashed when the handover notifications arrived. The Housing Authority hadn’t disclosed a crucial detail: the units utilized pre-fabricated, unalterable components, specifically in the bathrooms and kitchens. The sales brochures were silent on this point. The information only surfaced during the renovation guidelines stage, accompanied by a declaration prohibiting any modifications. One can only imagine the shock and frustration. Try picturing a tiny 20-square-foot bathroom, barely enough room to turn around, let alone renovate. Kitchens crammed next to living areas further limited practicality. These pre-fabricated components, while similar to modular construction, differ in a key aspect. Modular construction involves entire units being pre-made offsite. Kai Yan Court’s pre-fabrication was limited to parts of the building, like bathrooms, floor slabs, and some walls. This meant that what was normally a manageable renovation, like repositioning a door or reconfiguring a layout, was now impossible. Owners felt trapped in a design they hadn’t chosen and couldn’t change. The disgruntled owner we met at the beginning? They chose to withdraw from the purchase, losing not only the 5% deposit but also legal and mortgage fees, totaling over HK$100,000. They felt forced into this decision, likening their HK$2.1 million investment to temporary housing, notorious for leaks and poor quality. They lamented that had they known about the pre-fabricated elements, they would have chosen a different estate. Adding insult to injury, later brochures for another development, Kai Yuet Court, clearly stated the use of pre-fabricated components. This discrepancy in disclosure only fueled the frustration of Kai Yan Court residents. They had paid for a dream, only to receive a pre-fabricated reality.
