“This is a place where history and injustice intersect,” I say, gesturing towards the West Dallas Housing Project Lake Dam. “You’re standing in front of something that was built to solve what they called the ‘Negro Housing Problem’ but ended up creating new problems.” The West Dallas housing project was a controversial creation in 1955. The City Council wanted to build a “Negro city” next to the Trinity River, but black leaders opposed it. Instead, the city leaders built segregated housing for blacks, whites, and Mexican-Americans. The site chosen was toxic and didn’t offer much in the way of opportunity. The black citizens were left with inadequate living conditions and a lack of opportunities. The project was meant as a solution to a perceived problem, but it fell short and its toxic legacy lives on in West Dallas.
