Between 1957 and 1967 the earthen dams were built. This was a time when the area was mostly rural. Farming and agriculture dominated the local economy. The rapid urbanization of Central Texas transformed this landscape. By the 1980s the western dams were reclassified as high-hazard.
By 1999 most of the dams in the district were classified as high-hazard structures. A 2000 hydraulic study revealed the dams were inadequate. They only passed between 31 and 67 percent of the probable maximum flood. Over 1100 homes faced risk from potential dam breaches. The state initially required dams to safely pass 100% of the probable maximum flood. This standard was later revised.
The district lacked resources. A property tax was approved in 2002 to begin funding repairs. A risk-based prioritization program started in 2003. Dam improvements were prioritized based on capacity and downstream risk. This strategy was accepted by the state with the addition of a flood monitoring system. The modernization program involved raising the dams to handle required flood flows.
