Universitas Bhayangkara Jakarta Raya also known as Ubhara Jaya began with a vision. This vision came from the Yayasan Brata Bhakti. The foundation wanted to support the welfare of police officers.

In 1951, R. Memet Tanumidjaja led a meeting. They formalized the idea of a welfare body. On January 21 1952 the Indonesian Police established a welfare organization. This date became the anniversary of Yayasan Brata Bhakti.

In 1972, the Kepolisian Brata Bhakti Foundation was established. In 1995, the Chief of Police established Universitas Bhayangkara Jakarta Raya. This showed a strong commitment to education. It also helped police families.

Ubhara Jaya started its academic programs after approval from the Ministry of Education. The initial faculties included law, engineering and technology. Over time Ubhara Jaya expanded. It now has six faculties and several postgraduate programs. The university has received accreditation for many of its study programs.

Three stars represent Tridharma Perguruan Tinggi and Tri Brata. A ribbon reads “Biksa Mahwastu Dasi”. This means the university wants alumni to be orderly disciplined and law-abiding.

Universitas Bhayangkara Jakarta Raya has two campuses. One is in South Jakarta. The other is in North Bekasi. Campus II in Bekasi has four main buildings a sports field and a mosque. The R. Said Soekanto building houses administration and the Faculty of Psychology. The Grha Dr. H. M. Yasin building is used by the Faculty of Education. The Grha Summarecon building houses the Faculty of Law. Grha Tanoto includes the Tanoto Library and an auditorium.
