The original project started in 1965. It was intended as a Palace of Justice. However, the 1973 coup interrupted construction. By 1985, the building was too small for the justice system. The project halted for decades. In March 2006, President Tabaré Vázquez decided to finish it. He wanted it as an extension of the Estévez Palace. In September 2009, presidential offices moved here from the Liberty Building.

Despite its name, the Torre Ejecutiva isn’t owned by the Presidency. It belongs to Legader S.A. This government-owned company leases office space. They lease to public and private organizations. This helps finance the building’s upkeep.

The Torre Ejecutiva has twelve floors. The first nine floors divide into two areas. The North Executive Tower overlooks Plaza Independencia. Here, the Presidency, the Office of Planning, and the National Office of Civil Service operate. The South Executive Tower faces the Rambla. Various presidential units are located here. These include the National Road Safety Unit and the Agency for Electronic Government. International organizations also have offices here.

When the building was finalized in 2008, it cost US$20 million.
