In 1995 the university gained joint support from the State Education Commission and the Shanghai Municipal Government.
Further expansion occurred. Tongji merged with the Shanghai Institute of Urban Construction and the Shanghai Institute of Building Materials in 1996. This merger was hailed as the “Tongji Model”. In 2000 Tongji merged with Shanghai Railway University.
