Once a mangrove swamp bordering Sungei Pandan, Teban Gardens was reclaimed in 1970. The land needed time to settle. Construction finally began after 1975.
The JTC Corporation started building public housing here. Their goal was to house families of workers from the Jurong Industrial Estate. Overcrowding was a problem in nearby Taman Jurong.
In 1977, the Housing and Development Board or HDB took over. They continued building more housing blocks. This allowed JTC to focus on the Jurong Industrial Estate. Today, Teban Gardens is a satellite town to Jurong East New Town.
The first housing block in Teban Gardens was completed around 1978. Blocks were numbered 401 to 416. Numbers 415 and 416 were four-storey shophouses. Some blocks have since been demolished.
