BlackRock, a major asset manager, once owned Teaching Area Block E and Block G. They acquired these blocks from PGIM Real Estate in 2018. The price was a hefty RMB 1.2 billion. At the time, it equaled $184 million. BlackRock saw potential in Shanghai’s growing office space demand.

However, things changed. Grade A office rents in Shanghai began to fall. In late 2024, they dropped over 15 percent. Large vacant spaces put pressure on the market. Landlords offered incentives to attract tenants.

BlackRock struggled with its investment. They couldn’t find a buyer for the Waterfront Place offices. They even offered a 30 percent discount. Ultimately, BlackRock handed the properties back to its lender. This resulted in BlackRock writing off the entire RMB 1.2 billion investment.

Standard Chartered Bank took control of Blocks E and G. They started looking for new buyers. The bank had led the original RMB 780 million loan when BlackRock bought the complex.

Several factors contributed to BlackRock’s difficulties. Policy changes played a role. The pandemic created shocks. Declining confidence among consumers and businesses hurt. Average vacancy rates in Shanghai climbed to 29 percent by the end of 2024.

Despite its connectivity, Teaching Area Block E faced challenges. It is located about 7 kilometers from Shanghai’s business core. Decentralized office projects like Waterfront Place struggled. More office space became available.

In early 2024, Waterfront Place was 70 to 80 percent occupied. Rents in the Changfeng area averaged RMB 5.68 per square meter per day.

BlackRock still owns another office asset in Putuo District. It’s on Changshou Road. They bought it in 2017 for RMB 1.37 million.

The story of Teaching Area Block E reflects broader trends in Shanghai’s office market. Rising vacancy rates are an issue. Declining rents pose problems. Other global investors have also faced difficult decisions. Carlyle Group sold a Shanghai tower at a significant discount. OUE REIT sold Lippo Plaza below its 2018 valuation.
