“Presupuesto de Egresos de la Federación para el ejercicio fiscal 2024.” That’s quite a mouthful, isn’t it? It’s also the document that dictates the annual budget for SEMARNAT, the Secretaría de Medio Ambiente y Recursos Naturales. We stand before SEMARNAT now. This building serves as the headquarters for Mexico’s environment ministry.
SEMARNAT’s role is vital. It’s responsible for protecting Mexico’s ecosystems and natural resources. Its mission includes restoring and conserving these precious assets. The goal is to foster sustainable development throughout the nation.
Established November 30, 2000, SEMARNAT designs. It plans. It executes and coordinates public policies. These policies relate to natural resources and environmental balance. SEMARNAT oversees ecology. It manages environmental sanitation, water resources, fishing and urban sustainability.
The agency’s responsibilities are broad. SEMARNAT protects and restores ecosystems. It conserves them. It advises the cabinet. It ensures all areas of government adhere to sustainable development principles.
SEMARNAT manages natural resources owned by the government. Hydrocarbons and radioactive minerals are exceptions. It enforces environmental laws and regulations. This applies to industries, public services, and commerce. The agency proposes and manages protected natural areas. SEMARNAT also establishes programs to protect flora and fauna.
Combating climate change is another key function. SEMARNAT sets limits on exploiting natural resources. It promotes renewable energy use. The agency encourages technologies that harmonize natural resource use. It also supports economic development.
Through the Comisión Nacional del Agua, SEMARNAT manages all water bodies within Mexico. SEMARNAT also operates the Procuraduría Federal de Protección al Ambiente. This body oversees the conservation of Mexico’s natural World Heritage sites.
The history of environmental protection in Mexico predates SEMARNAT. The first governmental body was the Subsecretaría para el Mejoramiento del Ambiente. It was created in 1972 within the Secretaría de Salubridad y Asistencia.
Over the years, environmental responsibilities were divided among several agencies. In 1982, the Secretaría de Desarrollo Urbano y Ecología was formed. It focused on environmental policies. Natural resources remained primarily with the Secretaría de Agricultura y Recursos Hidráulicos.
A significant change occurred in 1994. The Secretaría de Pesca acquired broader powers. It became the Secretaría de Medio Ambiente, Recursos Naturales y Pesca. This unified the management of natural resources, environment, and fishing.
In 2000, the final separation occurred. The Secretaría de Medio Ambiente, Recursos Naturales y Pesca transferred fishing responsibilities. It became SEMARNAT. It focused solely on natural resources.
SEMARNAT’s functions are outlined in Article 32 Bis of the Ley Orgánica de la Administración Pública Federal. These include promoting ecosystem conservation. It formulates national policy on natural resources. It regulates the use of federal natural resources. SEMARNAT also establishes environmental quality standards.
The agency coordinates with federal, state, and municipal authorities. It ensures compliance with environmental laws. SEMARNAT identifies and inspects environmental areas. It proposes protected natural areas. It also manages existing ones.
SEMARNAT evaluates environmental impact statements for development projects. It promotes sustainable technologies. The agency fosters ecological restoration programs. It assesses environmental quality and maintains environmental information systems. SEMARNAT also conducts climate change policies.
The Secretariat of Environment and Natural Resources plays a pivotal role. It safeguards Mexico’s natural heritage. It strives for a sustainable future. SEMARNAT’s work impacts every facet of Mexican life. It ensures a balance between development and environmental stewardship.
