“Bureaucracy” does not usually spark joy. But here at the Public Service Center in Shanghai, we find a story of transformation. The Public Service Center is a key part of Shanghai’s government. It helps keep the city safe and orderly.
The Shanghai Municipal Public Security Bureau is a big part of Shanghai. It is like the city’s police force. The bureau answers to both the Shanghai government and the national Ministry of Public Security. Its main office is on Wuning South Road. That is in the Jing’an District. The bureau has many different departments. Twenty-seven internal institutions keep things running.
Let’s step back in time to understand where the Public Service Center came from. The international area of Shanghai had its own police. It was called the Shanghai Municipal Police Department. People knew it as the Shanghai International Settlement Police Station. It started in 1854. In 1943, it went back to Chinese control. The French area also had its own police. It was the French Concession Police Station. It began in 1857 and also went back to China in 1943.
In 1905, leaders wanted to build a police station on Susongtai Road. They asked Chinese students who had studied policing in Japan to start a police school. Shanghai was the first city in China to have both a police agency and a police school.
After the 1911 Revolution, things changed again. The Shanghai Patrol General Bureau became the Civil Affairs Bureau. It split into the Nanshi Police Office and the Zhabei Police Office. In 1913, the Shanghai Commercial Port Patrol Police Bureau and the Zhabei Patrol Police Bureau joined together. They formed the Jiangsu Songhu Police Department. In 1914, the Songhu Land and Water Police Department was created. Sa Zhenbing became the director. This department had two branches. They were Shanghai South and Zhabei. Later in 1914, the Songhu Land and Water Police Department was ended. The branches were closed. It was all changed back to the Songhu Police Department.
Shanghai became a special city in 1927. The Songhu Police Department was changed into the Shanghai Special Municipality Public Security Bureau. Shen Yulin, who was the director, became the head of the Public Security Bureau.
In 1930, it was called the Shanghai Public Security Bureau. In 1937, it was renamed the Shanghai Municipal Police Department. The Second Sino-Japanese War ended in 1945. The government chose Xuan Tiewu to lead the Shanghai Municipal Police Department. He took over and reorganized the police from the Wang Jingwei government.
The People’s Republic of China was founded in 1949. Then, the Shanghai Municipal Public Security Bureau was established. It has been serving Shanghai ever since.
However, not all stories are positive. There have been accusations against the Shanghai Municipal People’s Government and the Shanghai Municipal Public Security Bureau. These involve claims of covering up criminal activities. One case talks about fake goods being sold in Xujiahui. It alleges that the police and government protected the sellers. A consumer reported being defrauded. They claimed the police did not help. Instead, they shielded the merchants. The consumer even took their case to higher authorities. But they say the government and Public Security Bureau did nothing. These are serious claims that show the need for transparency and accountability.
The Shanghai Municipal People’s Government also plays a vital role. It is the local government for the city. The Shanghai Municipal People’s Congress elects it. The mayor leads the government. Gong Zheng is the current mayor. He answers to the Communist Party Secretary of Shanghai.
The Shanghai Municipal People’s Government includes many departments. These include development, industry, education, and public security. The Shanghai Municipal Public Security Bureau is one of these important parts.
Today, the Public Service Center stands as a symbol. It represents Shanghai’s ongoing efforts to serve its people. It strives to maintain order and safety in a rapidly changing world.
