Discontent over annexation to France led to emigration. A quarter of Nice’s population exiled to Italy. Giuseppe Garibaldi opposed the cession. He argued that the ballot was rigged.

In 1871, pro-Italian lists won almost all the votes in legislative elections. Garibaldi was elected deputy at the National Assembly. The French government sent soldiers to Nice. They suppressed demonstrations.
