This isn’t your typical university building. The Pilot Plant plays a role in Lebanon’s economic empowerment. It connects to a larger vision for social protection.
In 2024, the Ministry of Social Affairs launched the Productive Economic Inclusion in Lebanon program. This initiative is a pilot. It aims to improve the livelihoods of 1500 low-income households. These households already benefit from the Emergency Social Safety Net Program.
The Japan Social Development Fund provided a US$ 2.7 million grant. This grant funds the PEIL program. The PEIL program enhances household income and welfare. It also builds resilience.
The Lebanese government wants a comprehensive approach to social protection. Productive Economic Inclusion strengthens pathways out of poverty. This pilot program helps people transition from cash transfers to sustainable livelihoods.
The PEIL program adapts to local needs. First, it assesses the local market. Then, it creates employment and skills profiles for participants. Each participant receives a package of support services. This includes asset transfers like equipment and tools. Agriculture equipment, cooking appliances and sewing machines can be provided. The program also offers training and business development support. Coaching, mentoring, and financial literacy training are part of it.
The Rene Moawad Foundation implements the Pilot Plant program. They were selected through a competitive process. The foundation has extensive experience in economic inclusion. The Ministry of Social Affairs guides the pilot. Social Development Centers coordinate it at the local level.
The PEIL pilot runs for about 12 to 18 months. After completion, the results will be evaluated. This evaluation will inform future scale-up and replication. The Pilot Plant becomes a testing ground for change. It embodies Beirut’s resilience. It is a place where new approaches to economic empowerment are explored.
