Filomena Devoto de Devoto financed the project. She was the niece of Antonio Devoto. Antonio Devoto founded the neighborhood. Filomena belonged to the Conference of Ladies of San Vicente de Paul. She had no children. She decided to build the temple in memory of her nephew Rafael. He was the son of Aurelio Devoto.

The exterior of Parroquia San Rafael Arcángel is simple. But stepping inside reveals its true beauty. Frescoes cover the interior. They lend a special charm to the space.

Filomena Devoto also donated the organ. It came from the Rieger factory. In 1989, an electronic system was added to it. This enhanced its capabilities.
